The Rural Local Self Government: A Comparative Analysis

ABSTRACT
India is one of the world most populated country with 1.4 billion population having dual government system and the powers are divided between central and state government in different subjects in which they made laws accordingly like schools, hospitals, public transports, railways, airports etc. apart from that there are so many local issues which differs from place to place. Now these types of issues are addressed by local government in urban and as well as in rural areas. The local Self-Government ensures effective people’s participation and ensures overall development. These small units of government enable people to feel a sense of responsibility and understand values of democracy. In India the Local Self Government is broadly classified into two categories that is Rural and Urban. The rural local bodies in corporate Zilla Parishad, Panchayat Samiti and Gram Panchayat. In this article we aimed to give an overview of rural local government bodies and focused on the history of panchayats, concept and nature and their functions to build democracy at the grass roots level with comparative study of Haryana and Kerala . Therefore, the concept of rural improvement lies within the proper implementation of plans and programmes in rural areas on this context it is emerged as a prevalent problem to have a look at the functioning of PRIs to full fill the desires, aspirations and needs of people.
