ABSTRACT
The unorganised agriculture sector constitutes a significant majority of the informal workforce encompassing small-scale farmers, landless labourers and seasonal workers who often lack access to formal employment benefits, legal protections and social security measures. The International Labour Organisation (ILO) has made certain frameworks for the agriculture sector based on which domestic regulations and schemes are formulated in various countries. This paper delves into the intersection of international labour standards and domestic policies, focusing on the impact of ILO conventions and recommendations on social security for India’s agricultural workers. It further delineates the large but neglected realm of the unorganised agriculture sector. By dissecting the marginalization of this sector by the government, the paper evaluates the relevance of ILO guidelines and their translation into domestic schemes. The paper also critically examines the limitations within the ILO’s framework and the persistent challenges faced by agricultural workers in India. The paper concludes with challenges and loopholes in the international as well as the domestic framework.
