ABSTRACT

Countries around the world have undertaken a wide range of strategies to contain the spread of COVID-19. Rural areas of developing countries pose some difficulties for developing and implementing effective responses owing to underdeveloped health infrastructure. In India, state embrace an ethic of care in the public health system. It uses a three-tier system to divide its schemes between rural and urban areas. The role of the local government in managing the pandemic by planning activities at local level has gone a long way in controlling the spread of viral infection. Local governments play a critical role in coordinating pandemic response by collecting data and provide it to state authorities in order to develop policies to bridge the gap between the need for rapid, vigorous response to the pandemic in local realities of their districts during the Covid 19 pandemic. The role of local self-government in affecting the outcomes of healthcare reform in rural India is scrutinized in this research. This article throws spotlight on how local governments can prevent the virus from spreading into communities in the first and second waves of covid 19 on a broad scale. It looks at how local governments can build resilience to the virus and help strengthen the public health system. Eventually, we will offer some recommendations and causes for the deaths of an outsized number of people in India during Covid-19, the second wave, as well as some precautions that we must take before the third wave arrives.
