INTRODUCTION - AN OVERVIEW ABOUT CBI
The Central Bureau of Investigation (CBI), functions under the Department of Personnel, Ministry of Personnel, Pension & Public Grievances, Government of India, and is considered to be the premier investigating police agency in India. It plays a vital role in preservation of values in public life and in making sure that the health of the national economy is taken case of. It is also the nodal police agency in India, which coordinates investigation on behalf of Interpol Member Countries.
Historical Foundation
The history of CBI finds its inception in the Special Police Establishment (SPE) which was created under a Deputy Inspector General of Police by the Government of India in 1941 when during the early stages of World War II, the Government of India felt the need to create a special police force to cope with the unscrupulous and antisocial persons who were increasing at the time.
The functions of SPE were to investigate cases relating to bribery, corruption especially pertaining to War and Supply Department of the Government of India. The powers were further vested in regards to corruption in Railways, especially strategically concerned with the movement and supply of war material. The present day CBI was instituted post a Home Ministry Resolution dated 01.04.1963 and initially the offences that were notified by the Central Government only to corruption by the Central Government servants. Also, post the setting up of a number of public sector undertakings, the employees of these undertakings were also brought under the CBI purview. Post, the nationalization of banks in 1969, even those were brought within the purview of CBI.
