Policy Implementation Challenges In Land Consolidation: Lessons From Uttar Pradesh

ABSTRACT

Land consolidation is a vital agricultural reform aimed at optimizing land use and reducing fragmentation, but its successful implementation faces multifaceted challenges. This abstract explores the policy implementation challenges encountered in Uttar Pradesh, India, offering valuable lessons for land reform efforts worldwide. Key challenges include resistance from landowners, inadequate awareness and participation, administrative bottlenecks, land records discrepancies, political interference, resource constraints, and socio-cultural factors. Lessons learned emphasize stakeholder engagement, streamlined administration, modernizing land records, political neutrality, capacity building, localization, and resource allocation. This abstract highlights the importance of addressing these challenges to achieve equitable land consolidation and promote rural development.
