ABSTRACT
A manual is a book that provides clear instructions and guidelines for mastering a certain skill. The rules created by the State Governments to provide guidelines to manage jails are contained in the jail manuals of various States. Prison administration is a State subject. As a result, the Prisons Act of 1894 gave the states the authority to legislate on the topics enumerated in Section 59. The Himachal Pradesh prison manual which is also largely based upon the Prisons Act has been revised in 2021. In the present scenario one of the most important objectives of prison authorities is to bring positive and constructive changes within the behaviour of the inmates. In pursuance to this, various reformative measures have been incorporated in the jail manuals including the HP Prison manual. So, our task will be to study in general the working of the prison authorities and the kind of reformative measures that have been incorporated and the way they are being implemented so that the prisoners who are you generally considered as a burden upon the society can be converted into a good responsible citizen who can contribute in the positive growth of the nation.
