According to the 2011 census, 2.68 million people, or 2.21% of India's total population of 121 million, have a disability. All people with disabilities in India, including those with sensory, physical, intellectual and mental disabilities, have disabilities, regardless of age and gender. With this understanding, one can evaluate the extent to which people with disabilities are supported in health and wellness, global poverty and human rights programs, based on their constitutional and statutory rights. This sheds light on legal provisions relating to persons with disabilities as well as how state legislatures fulfil their constitutional obligations towards the welfare of persons with disabilities and the protection of rights under their constitutions and statutory laws (such as the promulgation of the 2016 Law). For the judiciary, it plays an important role in proactively taking steps to make the courts more inclusive and disability-friendly, to protect and empower peoples with disabilities.
