Humanitarian Assistance In Modern Armed Conflicts: Issues And Challenges

ABSTRACT


The paper focusses on outlining the framework governing armed conflict, challenges and opportunities with respect to the protection of aid workers in complex environments. It further goes on to discuss the shrinking humanitarian space and issues such as politicisation of humanitarian aid, inadequate skills of aid workers to negotiate with NSAGs, the challenges faced by humanitarian actors in armed conflict and concludes with a set of recommendations for improving the state of knowledge, practice and law with regard to the protection of humanitarian actors and agencies.


This paper examines the framework governing armed conflict, challenges and opportunities with respect to the protection of aid workers in complex environments Part I Deals with the Legal framework applicable to Humanitarian aid in International armed conflict and non-international armed conflict. Part II examines the challenges faced by aid workers in negotiating access with NSAGs, Proliferation of aid agencies and Part III offers suggestions to the international community to address the gaps in implementation of law and improving the state of Law to protect aid workers in complex security environments.
