Financial Stewards: State Legislatures Command Of Appropriation Oversight

ABSTRACT


The Constitution of India, supreme law of the land which consists of 395 articles in 22 parts and 8 schedules along with the 102 amendments. This constitution tells us about different Fundamental Rights, Fundamental Duties, Directive Principles of State Policy, Working of State,Union, Parliament, Election and Powers of president and cabinet ministers etc along with that itis clearly stated in the constitution the working of government and how power is dividedbetween centre and state. Part IV of the constitution deals with working of state legislature. Articles 168 to 212 of the Indian Constitution cover the pertinent information on significant constituents and requirements within the State Legislative Assembly. Where art. 202 to 209 talksabout finance related matters in state legislation. Which covers the part of Annual Financial Statement, Procedure in the legislature related to estimates, Appropriation Bill, Supplement, Additional or excess grants, Vote on Accounts, Votes of Credit or Exceptional Credits, Special Provisions related to Financial Bills.
