A SIMPLE HANDBOOK TO GUIDE YOU THROUGH THE VARIOUS MODES OF FILING RTI APPLICATIONS
INTRODUCTION
The Right to Information Act, 2005 was passed by the legislature to equip the citizens with the power to ask questions to the government, in order to promote and further the ideals of democracy, transparency, and accountability in the country’s administration.
The act is people-friendly, and the entire procedure to file an application under the RTI Act is as simple as it can get. The application may either be in Hindi or English or the official language of a particular state, in the format specified under the RTI rules (Central or State), accompanied by a nominal fee, which may be waived off in case the applicant belongs to the Below Poverty Line (BPL) category. It is addressed to the Public Information Officer and may be submitted either physically (in the concerned department) or may be sent by post. As a progressive step, efforts are being made to introduce online filing of RTIs, in order to make the process more hassle-free and streamlined.
As of today, except the Central government, very few states have the facility to file RTI applications online. Applications to the Central government or first appeals for public authorities under the Centre may be filed through https://rtionline.gov.in/ and the subsequent second appeal (to the Central Information Commission) may be filed at Online Appeal; for a meager sum of Rs. 10, for applicants not falling in the category of people below the poverty line.
