ABSTRACT


The doctrine of legitimate expectation is a legal principle rooted in the concept of fairness and consistency in administrative decision-making, primarily developed through common law. Its evolution reflects the judiciary’s effort to balance the discretionary powers of public authorities with the protection of individual rights. The doctrine of legitimate expectation serves as a tool for the judiciary to monitor and control the exercise of administrative power by the government. It is widely recognized and applied across various countries, though its application may differ slightly across jurisdictions. Despite these variations, the fundamental principle underlying the doctrine remains consistent worldwide.
