ABSTRACT
The pervasive nature of the internet has transformed the way people access information, conduct business, and interact globally. However, this digital transformation has also led to an alarming rise in cyber fraud, posing significant threats to consumers and organizations alike. Cyber fraud encompasses a wide range of internet-based crimes, including phishing, identity theft, ransomware attacks, and fraudulent e-commerce schemes, all of which exploit technological vulnerabilities and consumer ignorance. This paper provides a thorough examination of cyber fraud, tracing its historical development and analyzing its various manifestations and implications for consumers and enterprises. In addition to exploring the legal frameworks currently in place to combat cyber fraud, this study highlights critical gaps in these mechanisms, such as jurisdictional ambiguities and procedural inefficiencies. It proposes actionable solutions emphasizing the importance of fostering public-private partnerships (PPPs), leveraging media influence to educate and empower consumers, and strengthening regulatory frameworks to address emerging challenges
