Annihilation Of Unemployment And Underemployment From India: An Analysis Of Government Schemes Provided In Union Budget 2022-23

ABSTRACT
Government has taken up initiatives to generate acceptable employment, with assuring at least minimal safety and job satisfaction. Since Independence the Union and State Government have played an important role in generating employment or creating opportunities for employment generation. It provides Direct Employment by employing people in various departments for administrative purposes. It also runs industries, hotels and transports companies and hence provides employment directly to workers. This increase in employment is known as ‘Indirect Employment’ by government. Causes of Unemployment: Slow Rate of Economic growth: Employment opportunities created under the plans could not keep peace with the additions to the labour force. Defective Education system: The prevailing education system in India focuses on theoretical knowledge and it fails to make any provision for imparting technical and vocational education. Faculty Planning: The plans could not stop the migration of the rural population into urban areas. The joblessness rate is the primary result that demonstrates what is happening in the country. February 2019 saw the most noteworthy joblessness pace of 7.2 % since September 2016 and 5.9 % was the joblessness rate in February 2018. The utilized people in February 2019 were approximately about 400 million. The work support was 42.7% in February 2019. There is an immediate association of destitution to joblessness in the country. Loss of human resource of the country. All these programmes are providing employment, services in primary health, education, rural shelter, etc. These programmes also ensure to assist people in buying income and employment generating assets, developing community assets and construction of houses and sanitation. In PM Gatishakti it will be emphasising on more infrastructural development like on roads, railways, airports ports, mass transport, waterways and logistic infrastructure. India had about 30 million unemployed people but after the pandemic this number has increased to about 40 million, additionally the government has cut the budget for food supplies by 27%, it was the same with fertiliser subsidy and petroleum subsidy. It has happened a lot of times that government introduces variety of schemes but the people are unaware of it due to lack of knowledge and less power of understanding. The government has made a low increase in the budget of healthcare but has proposed a National Tele-Mental Health Programme.
Apart from all of it the Middle class got a big nothing, the one who were affected the most in the Covid pandemic were the middle class and hence they were expecting a cut in the tax slabs as many lost their jobs, the earning members, salary cut etc. One of the economists said the if want to overcome the phase of pandemic and revive the economic growth then we have to focus the middle class. When there will be money with middle class then they will spend more and consume more, there would be more manufacturing because of the increase in consumption, due to increase in demand there will be supply and then only the economic growth could be revived. India’s economic growth estimated at 9.2% 1to be the highest among all large economics, about 60 lakh new jobs to be created under the productivity linked scheme in 14 sectors. In Amrit Kaal it is focusing on growth and all- inclusive welfare, promoting technology enabled development, energy transition and climate action and a virtuous cycle starting from private investment, crowded in by public capital investment.
