ABSTRACT
Technology has rapidly developed to change administrative law and governance systems. Administrations have changed perceptibly regarding the nature of engagement between governments and citizens. Increased usage of digital tools and methods of the latest technological innovations, for example, AI, big data, block chain, and automation, has allowed public administrations to be even more efficient, clear, and responsive. These technologies can accelerate decision-making processes, public services delivery and compliance with regulations. On the other hand, integrating technology into governance is fraught with legal and ethical issues that need to be solved. Data privacy, algorithmic bias, and cyber security all raise questions regarding accountability and fairness. Improving efficiency and automation increase the procedural fairness and transparency of administrative decision-making processes but continue to be problematic in those respects. Moreover, with the present growth of the Internet and other digital technologies, administrative law must be reformed to adapt it to better meet the demands of the latest technological developments in the context of the rule of law, in conformity with principles of due process and equal protection under law. This study focuses on the impact of technology on administrative law and governance opportunities as well as challenges thereof, given that the changes are bound to shape the legal systems and the role of technology in improving governance while trying to look into risks that need to be mitigated. Summing it all up, this paper aims to delve very deeply into how technology transforms governance and the legal structures that underpin it by seeking out a balance between innovation and regulation.
