INTRODUCTION
Words are used to express certain ideas. But the word “democracy” as it is used by antithetical political systems, seems to express everything or nothing. Democracy is one of the forms of government that is accountable to the people and treat each individual equally and tries to provide freedom to the individuals. It provides freedom from ignorance and involves welfare state concept. Rule by the people (Demos Kratia) is a foundational pillar of democratic form of government in the modern age. “Democracy” as Maclever observes, “is not a way of governing whether by majority or otherwise, but primarily a way of determining, who shall govern and, broadly, to what ends.”4 The people must be given the freedom to choose who shall govern. Hence, democracy is traditionally associated with co-existence of ideas, with the rights to differ, and with the resolution of ideological differences not by bullet but by ballot.5 Democracy as an ideal refers not only to a democratic government but also to a democratic society. It is associated with peaceful competition of ideas. In a truly democratic society, every man feels himself capable of contributing something unique to the common flow of ideas and feelings by participating in the process of discussion.
